A grant will not fix a broken process. Funding an AI tool on top of a workflow that already does not work does not solve the underlying problem — it speeds it up. Before applying for an AI adoption grant in Northern Ontario, the question worth asking is whether the process the tool will touch is documented, consistent, and actually working the way it should. Most businesses that struggle with their first AI project do so not because they chose the wrong tool, but because the problem the tool was meant to solve had no clean definition: no agreed input, no agreed output, and no measure of what "better" looks like. The right use of a grant in that situation is to fund the process fix — the workflow design, the documentation, the training — not the software purchase on top of an undefined foundation. Several Northern Ontario programs allow exactly that, if the project is scoped correctly from the start.
What a broken process looks like
A broken process is usually not invisible. It shows up as the same task done inconsistently by different people, decisions made from memory rather than a written standard, errors that recur because there is no system to catch them, and outcomes that depend on who is available that day. In a Northern Ontario service business, it might look like quotes that vary because each estimator prices from instinct. In a professional practice, it could be client onboarding that runs differently every time because nobody has written down the sequence. In a construction firm, it might be job costing that lives in the foreman's head and gets reconciled in a spreadsheet after the fact. None of these are problems that an AI tool solves by itself. An AI assistant drafting client emails still needs a defined voice and a clear brief. A scheduling tool still needs agreed rules about how jobs are prioritized. If the process is informal and inconsistent, the tool inherits that inconsistency — and executes it at speed.
Why the tool amplifies the problem
AI tools are pattern-following systems. Given a clear, consistent input and a well-defined task, they produce reliable output. Given an ambiguous input and an undefined task, they produce ambiguous output — confidently, and in volume. A staff member who handles a task inconsistently does it once; a poorly scoped AI workflow does it continuously. The visibility of the failure is the same; the scale is not. That is why the process has to come first. Defining what the task is, what a good output looks like, and who reviews before anything goes out — this is the work that makes a tool useful. FedNor's Regional Artificial Intelligence Initiative (RAII) explicitly lists "process re-engineering and capacity development" as eligible activities under its AI adoption pillar — which means the work of fixing the process itself can be what the grant funds, not only the tool that follows.
Fund the fix: what that looks like in practice
- Map the process before scoping the tool. A written workflow — even a single page — clarifies what the AI needs to do, who reviews its output, and how an error gets caught. This document becomes the project scope for the grant application.
- Define a measurable outcome. Before the grant period closes, what should be different? Time per task, error rate, volume handled — pick one metric that is real and trackable. If you cannot name it, the project has no definition of success.
- Include process design as an eligible cost. In the grant application, list workflow mapping, process documentation, and staff training as line items alongside tool licensing and integration. FedNor RAII specifically covers process re-engineering activities; NOIC BBAA's eligible costs include implementation work tied to the 30/60/90 Day Plan. - Stage the spend. Complete the process design work early in the grant period. Deploy the tool once the foundation is documented and tested. Staging within the grant term is standard practice and reduces the risk of committing to a tool before the workflow is clear.
Not every business with a broken process knows it has one. The reliable test: pick the workflow you plan to hand to AI and ask whether a new staff member could produce a consistent output following only what is currently written down — no asking, no tribal knowledge, no informal guidance.
